There's nothing wrong with KS then, sounds like the drop file from HR is similar... and this is a LOW RATE sever. You shouldn't get a rare out of 4 kills - you are lucky to get a good rare from 4 OKS in HR so obv low rate is going to be harder. Sounds right to me
