There's a few different ways we can go about playing with this, in any scenario I want to reduce the ability to special repair items with no real effort or cost.
The main one that I like (and would work together with the second idea) is that all "normal" items can't be special repaired, Mir Items and above CAN be, possibly adding Heaven/Hell to that list too, I'm unsure which I like the most, if we added Heaven/Hell, it'd mean they stay pretty damn rare and we wouldn't need to work super hard to balance their stats above single-class items, as they'd have the massive advantage of being spec repairable.
The second idea, which would work well to bring money in for the server, without ruining the balance between donaters and non-donaters (which is important, as we NEED donations for the server to run, but we don't want people to feel they HAVE to donate to be able to play): Donate for a special repair! I was thinking 10p per item (full repair) at an npc and maybe add a special-repair-oil for 20p, maybe 30p, that you could carry around with you (wgo, but works for all items), giving you the ability to repair it from 0 dura?
Just ideas off the top of my head, so don't panic that they're going to happen, lol. In either case (we may ignore both those ideas) I personally dislike how easy it is to special repair items, it takes away from the value of them, as once everyone has a specific item or better, lower ones are then next to useless.
