Can't change IP adress

Im on a windows vista laptop and i try change IP adress to pobs server and i type it all in and click save and it says "Can not create C://Programe files/Mir revenge/Server ini files make sure the path and file name are correct"

any ideas?

Not a locked folder, it may be on admin account i have to click run as administrater for fings to work.
it used to b my grandads but i got given it.
soz bit of a useless reply not very smart wen it comes to pcs
