Skill leveling for tao

I was just wondering, what level will you have to be to get your adv.sfb to lvl 3 and spritwind to lvl3?

Whatever the answer is, I just want to ask, doesn't it seems ridiculous that, I'm lvl 65 now, and I still not yet reach the level required to get my adv.sfb to lvl 3? This is a lvl 54 skill, and after 11 lvls, you still can't lvl it to lvl3? Any other skills that takes more levels than this?
