Update PR + MR

To cut a long story short after testing pr/mr (4 weeks of testing) we have set it to have no or little effect even tho they work on there own but have unwant effects on other stats in game if used the way they should be.

The problem is a exe(codeing) not a setting server side which only thedeath can reslove which am sure he will but till then pr/mr have no effect ingame

Can you reduce the PT guards spawns then, as they ****ing cain with 6-7 of them on you, and wind minos up your ass.

what about mr ?

mr was fine the was it was before

the only problem was that tiger necky had to much mr on it .. u changed it
from +5 to +2

but after u changed it u did something about mr to

so now its completly useless
just put it back like it was and with the +2 necky it should be fine
