I spoke with him in game. I wanted to find out more about his network he's using to initiate the attack...

He claims it's not costing him anything.

I asked if he's part of a cracker/warez group or whatever - the kind of people that program worms/trojans. He replied "perhaps".

My bet is that either himself or someone he knows has access to a botnet - i.e. a large number of computers (like mine and yours) infected with a certain worm/trojan which allows him to control them and make them send packets to the target (MR server).

This is why it's difficult to block. There's no obvious IP range to block and there could be a huge number of machines (1000s?) at his disposal.
