late idea for high rate event

It would seem that the easter event is a pk event and seeing as provinances are safesones and the fact that rather alot of ppl will be red throughout this event (and after) ,would it not be a good idea to remove archers & gaurds from towns seeing as you cant pk there anyway so that players who are red also have access to towns and making it so NPC's will talk to you?
or is this a silly idea posted way to late even if its not?

sum towns no archers. u can find out which.. u have a gt, tht has all npcs u need.
me and mk spend most i mir time red 2gever and now so ur learn tbh, but pk event and everywhere a sz, i wanna go up to sum1 n tw@ em for a hen lol
