Someone is DOS'ing your IP? If you're certain, a quick way around this is to call your ISP, and ask for an IP switch. Tis what I did when I hosted a mir server, and when it shutdown got attacked by alot of script kiddies.

You on a router? Just restart it and it'll change your IP.

Although it's doubtful someones Dosing your IP, unless you've extremely pissed some geek off..
