Yen Blade Stats wrong?

Hi this is for gms really. Just bought a yen blade and turned 54. Tried to put it on but the hand weight on it is too heavy for a 54 wizard? And not just a bit ei put some boots on with +hand weight. Its about 12 too heavy. Just dont see the point of the item being 54 when i cant use it. Or is this a mistake?
