I though as lot of people getting confused of the lag situation and all this acronyms used to describe it to put a thread explaining this whole internet traffic and communication thing in a simple way.
first of all internet relay on a transport protocol called TCP/IP (Transmission Control protocol/Internet protocol) what this protocol do is get the data u sending from one computer to another encapsulate it in what so called packet and manage the process of delivering it to the destination computer (it's a bit more complex than that in real)
So every computer or device connected to the internet got an address to identify it called IP address which consist of four parts and written on the format x.y.w.z for example my IP address right now is 41.232.56.144 ..
When u communicate with another PC/server the packet need to find its way from your network to the destination network depend on how they both connected to each other
so if am communicating with another PC with address 41.232.56.145 that's probably connected to my network (cause only last digit is different) so packet will go in wire directly to the destination computer (no routing is done here just like u walking out of ur home to the next door)
But if I need to connect for example to IP address 163.121.1.1 let's think about it first number is country second is city third is street so I want to go to some on in another street in another city in another country normally we take a flight yeah
your flight from one place to another can be 2 hours flight or 20 hours flights depend on the route u will take so direct flights faster 1 leg flight take more time two legs flight take more time and sometimes u take two legs flight and arrive in 4 hours and the 1 leg flight take 5 hours why cause you transit more in the 1 leg flight than the two legs flight same to TCP/IP Packets it depend on the number of legs to arrive (here called number of hops instate of number of airports) and the lag/delay in each hop (which is equivalent to the transit time in air ports)
So u can be in UK connected to another server in UK and taking more time than what someone from France would take why may be the route from your ISP to the server ISP has more hops or has more lag/delay in its hops
now what we facing here imagine again in the airlines world couple of the major air ports are down for example Heathrow and Amsterdam airports what will happen my flight from Cairo to London used to take 4 hours can take 12 hours now and guess what may be another problem happen and it take 24 hours then other flight take 10 and so on tell all the routes are cleared and all air ports function probably
That exactly what we facing now some airports (ISP hops) has problems that why we are lagging/slowing down
