Pet Rental problem

I have a level 31 wizzy.
Was at Border village and used the Pet Rental NPC.
He took my gold and bio and I went into the small room with the Pet NPC. Clicked on Level 31-35 for the red frogs and said I have gold, char has over 1 million gold on it and got the message I have pets or am too poor to pay the gold (35K) so I went and got more ores and tried from BW not that the town should make any difference and had someone watch screen as I went through the process and exactly same thing again! No pets and ores taken.
So now what?
Can this char not have pets through the NPC?

I have been since and tried with my level 59 char on the same account and successfully got pets so why not the level 31?

lol love it Auran :P 1 problem with pet npc is hero blasters the lvl it says u can have um you cant you need a extra 2 lvls or so to get them! i found out the hard way :P

It quite clearly says level 31 - 35 so how was I to know they are level 33!
