well not so long ago that item you are on about wasnt so pointless but now that level 40 rings have 10-10 ac (mir rings it atleast close as we all know) it seems ****ing daft yea. server seems its going crazy "make super items wothout other less uber items to counter act them uber items(im confused)"

be patient and hold on to that. There was a post on the forums here saying that all items will be adjusted so that they are beneath mir item stats, but not so weak:

I imagine things like BeltofSliver and HeavenBelt to have DC/MC/SC somewhere between mir item's stats but not rivaling. As currently the BeltofSliver has sc1-1, but the next best belt has something like sc16 lol.
