Of poison and Slow...

Does poison and slow attributes of accessories only executed throught the use of a weapon?
Say you are a tao and have your necky plus with poison... does it mean you added extra strenght on your poisoning skills?

Say you are a wiz and have both slow and poison on your other accessories, does it add to the damage when you use MS/Blizz or other wiz skills?

Or poison and slow only benefits warriors which predominantly use weapon to kill?
